In the heart of the Dr. Ruth Segomotsi Mompati District Municipality, a shadowy tale unfolds, casting doubt on the transparency of a massive R38 million call centre tender. The spotlight is now on the irregularities surrounding the award to WCYBER Solutions JV, a company that seemingly skirted the responsiveness criteria.

Meeting No-Show Raises Eyebrows

As the public awaits the unfolding drama of the North West Legislature’s oversight meeting scheduled for November 14, 2023, in Mahikeng, concerns mount over the municipality’s commitment to transparency. A previously organized meeting on November 10 saw a glaring absence of leadership from the District Municipality side, leaving many to question the motives behind the apparent evasion.

Tender Irregularities: WCYBER Solutions JV under Scrutiny

The heart of the exposé centers on the tender awarded to WCYBER Solutions JV, owned by Ashley Seichoko, younger brother to Hector Seichoko, (it is alleged that, Hector was part of the evaluation committee, including their aunt, who is the supply chain manager) raising eyebrows due to the company’s failure to meet responsiveness criteria. Despite falling short of the minimum requirements, the company was granted the lucrative R38 million contract, creating an air of suspicion and demanding answers.

Rebus Technologies and Greendroplets in the Mix

But the irregularities don’t end there. Rebus Technologies, a familiar name in the municipality’s IT landscape, comes under scrutiny. Questions linger about the nature of the termination and subsequent reinstatement of their contract, adding layers to the already complex narrative.

Greendroplets, another player in this unfolding drama, holds ties to WCYBER Solutions JV. Allegations swirl that Greendroplets, registered in 2018, managed to secure a hefty tender in 2019, raising questions about its meteoric rise and potential connections to influential figures within the municipality.

The 38 Mokhukhu Call Centre: A Monument to Questionable Practices

As we brace for the meeting on November 14, 2023, the 38 Mokhukhu Call Centre stands as a monument to questionable practices. With WCYBER Solutions JV at the forefront of the scandal, the municipality faces tough questions about the integrity of the tender process.

The exposé delves into a web of connections, alleged familial ties, and potential conflicts of interest involving influential figures within the municipality. Allegations loom large as whispers of tender processes being manipulated for personal gain by the Seichoko family echo through the corridors of the Dr. Ruth Segomotsi Mompati District Municipality. The family, said to hold influential positions within the municipality, is accused of leveraging their roles to sway tender decisions in favor of businesses linked to them, creating an environment ripe for conflicts of interest.

According to reliable sources at the disposal of The Vryburg Independent Post Team (The VIP Team), “Wcyber Solutions JV” has/had its partner as joint venture and such partner is allegedly “Greendroplets” which was only registered as company with registry of companies in 2018 – its registration is herein referred to a “K2018029759” and on and around 2019 it score more than 20 million tender. The VIP Team has it on good authority that allegedly, the sole director of the “Greendrop company” , Ms Ntombizodwa Bosaletso is a blood cousin of “Mr Hector Seichoko” who together with his father “Mr Jones Seichoko” and his other cousin “Ms L Nkomo” are senior and influential officials at the district municipality. It is also herein alleged that the the claims made and invoices payments made on and around October 2022 for October 2022 or up to October 2022 are estimated at more than 5 million even if it was not budgeted for no funds available for the purpose of the services and goods rendered at or on and around October 2023 .

In South Africa, supply chain laws, particularly outlined in the Preferential Procurement Policy Framework Act (Act 5 of 2000), strictly prohibit such behavior. Section 34 (1) of the Prevention and Combating of Corrupt Activities Act 12 of 2004 also mandates the reporting of any knowledge or suspicion of corrupt activities, emphasizing the importance of transparency and integrity in procurement processes. If proven true, these allegations could not only tarnish the municipality’s reputation but also trigger legal repercussions under South Africa’s anti-corruption and procurement legislation. As the public demands answers, the meeting promises to be a crucial juncture in unraveling the truth behind the R38 million Mokhukhu Call Centre tender scandal. The District Municipality’s responses on November 14 will shape the narrative of transparency, accountability, and governance in the days to come.
