VRYBURG — The Auditor-General of South Africa (AGSA) has been asked to consider an official inquiry into alleged irregular expenditure, “suspicious payments” and the appointment of external legal service providers at the Dr Ruth Segomotsi Mompati District Municipality (Dr RSM DM), following a written submission by Mr Brown Molapisi, a former worker linked to the now off-air Bophirima FM community radio station.  

In an email dated 11 December 2025 and addressed to an AGSA official, Molapisi says the concerns relate to actions he associates with the establishment and governance of the Bophirima FM Community Radio Station and he requests that AGSA test the municipality’s processes against applicable financial and supply-chain requirements.  

In his AGSA enquiry, Molapisi calls for scrutiny of:

• Payments he alleges may have been processed without proper justification, procurement procedures, or clear deliverables, and which he says may be inconsistent with financial management and supply-chain rules.  

• The appointment of law firms, which he alleges may not have followed normal competitive processes, and which he questions given that the municipality has its own legal unit.  

• Possible misrepresentation of the purpose of the radio station project, arguing that the connection between legal services procured and the actual needs or progress of the radio project is unclear.  

He further asks AGSA to consider a review of payments related to the radio-station initiative over an extended period, the procurement process used to appoint legal service providers, verification of deliverables, and—if necessary—a forensic audit.  

In a separate affidavit, Molapisi states that he is opening a criminal case that includes allegations of perjury, fraud and corruption, naming two people described in the affidavit as a current and a former employee of Dr RSM DM.  

The affidavit alleges “material contradictions” in sworn statements concerning the role of certain individuals at Bophirima FM—specifically claims, on the one hand, that they were appointed to assist as part of an intervention, while also stating they did not serve as board members.   Molapisi argues these contradictions were made under oath and should be investigated.  

The Vryburg Independent Post notes that the contents of the email and affidavit are claims made by Molapisi in documents shared with our newsroom, and should be treated as allegations until independently tested through official processes.

• Dr RSM District Municipality on the allegations raised, including procurement procedures, approvals, and any internal review processes;

• AGSA on whether any assessment, review or audit process is under consideration regarding the matters raised; and

• Any other parties named in the documents for their response.
