The North West Provincial Legislature, on Friday, 4 July 2019, witnessed the tabling of Provincial Treasury’s Budget, through its MEC Motlalepula Rosho. This budget came at the back of the Premier of the Province, Professor Job Mokgoro’s State of the Province Address, and subsequently to that , the President of the Republic, Cyril Ramaphosa’s tabling of the State of the Nation Address.

MEC Rosho in her speech acknowledged mandates that were echoed to her by the states men. “The department therefore , embraces the profound commitment made by the Honourable Premier and we confirm that as a department we are equal to the task.”MEC Rosho said.
In taking cognition of the 7 priorities, as highlighted by the President in his address , also echoed by the Premier, as a national mandate of of the 6th administration, the MEC called for great focus in this regards to the two poorly performing districts, in the The Dr Ruth Segomutsi Mompati District as well as Ngaka Modiri Molema District. The gauge of such performances by these two District was from the results of the recent Auditor General Report into Municipalities. This is the same report that confirmed that non of the 22 municipalities in the province attained a clean audit.
“Greater efforts will need tone directed towards the Dr Ruth Segomutsi Mompati and Ngaka Modiri Molema Districts since these two have a GDP per capita lower than that of the other districts and of the provincial average.” Expressed the MEC.

The MEC has therefore, in her speech, put forward proposals that will see the improvement of such results in the future. “The Provincial Treasury has introduced Programmes which promote monitoring and enforcement of Audit Actions Plans to ensure that Departments and Public Entities are held to account and provide the Executive with measures to prevent repeat findings and achieve improved audit outcomes.” MEC Rosho reported. She laid out a 6 point plan to this effect in her speech, including, amongst others, the pre-audit of bids/tenders in excess of R10 million, Relentless oversight, an establishment of an investigative capacity, the withholding of Funds where continuous transgressions are identified, the inculcation of a culture of ethics , and the end of automatic approval deviation and variation.
