In a recent turn of events, Mr. Modisenyane Segapo’s appointment as the Municipal Manager of Naledi Local Municipality has been met with controversy and has ultimately come to an end. The decision, which was made following a detailed report by the MEC for Cooperative Governance, Human Settlement, and Traditional Affairs, Nono Maloi, has sent shockwaves through the community, extracts of which The VIP Team is in possession of.

The MEC’s report, dated April 26, 2023, and titled “Report on the process of appointing the municipal manager at Naledi Local Municipality,” outlined several key findings that led to the non-support of Segapo’s appointment as Municipal Manager.

Among the findings, the MEC discovered procedural and substantive issues related to the appointment of municipal senior managers. These issues included deviations from regulations and requirements set out by the governing bodies. Some of the key points highlighted in the report include:

1. Delayed Interviews: Interviews for the position were conducted 44 days after the screening process, exceeding the allowable time frame by 23 days according to Regulation 15(1).

2. Non-Compliance with Regulations: Regulation 15(1), which deals with the appointment and conditions of employment of Senior Managers, was not adhered to.

3. Incomplete Screening Report: The screening report submitted to the MEC was incomplete, lacking essential documentation such as a letter from the National Department of Cooperative Governance, Human Settlement, and Traditional Affairs or evidence of the request for security screening and vetting.

4. Outdated Screening Result: The MIE screening result was dated July 1, 2021, predating the vacancy date of October 31, 2022, rendering it irregular.

5. Non-Compliant Minutes: The minutes of the shortlisting and interview processes did not comply with requirements. They failed to mention the names of all shortlisted candidates and omitted details about the top three candidates and those recommended for competency assessments.

6. Political Office: There was no written confirmation attached by the successful candidate indicating that they did not hold any political office.

7. Contract Term Discrepancy: The term of the contract, as indicated in the letter of appointment, exceeded the term of the Council by four months.

In light of these findings, the MEC concluded that the appointment of Mr. Modisenyane Segapo as Municipal Manager was not supported, citing a violation of section 54A(3)(b) of the Local Government: Municipal Systems Act 2000.

Segapo’s response to this development was a heartfelt message shared on his Facebook account: “Thank you so much 🙏 I gave you the very best of me. I love you ALL.”
