MAHIKENG – The African National Congress (ANC) in the North West has welcomed a series of changes to the Provincial Executive Council and the North West Provincial Legislature, saying the changes are intended to strengthen governance, improve service delivery and enhance oversight.
In a statement issued on Wednesday, 12 August 2026, the ANC Provincial Executive Committee (PEC) said the changes form part of efforts to strengthen its deployment, accelerate government programmes and improve accountability between the Executive and Legislature.

Among the changes announced is the redeployment of MEC for Education Viola Motsumi as the ANC’s candidate for Speaker of the North West Provincial Legislature. The ANC said her deployment is intended to strengthen political coordination and accountability within the Legislature.
Dr Desbo Mohono will take over as MEC for Education. The ANC said it expects Mohono to focus on improving educational outcomes, school infrastructure, learner support and the overall quality of education in the province.
The party also welcomed the transfer of Wessels Morweng to the Department of Arts, Culture, Sports and Recreation, citing his previous experience in the department as Chief Director responsible for Sports Development. Virginia Tlhapi will be deployed to the Department of Community Safety and Transport Management, where the ANC expects greater attention to road safety, transport management and law-enforcement coordination.
At the Legislature, Motlalepula Rosho will serve as caretaker for the Standing Committee on Public Accounts (SCOPA), while other committee chairpersons, including Smuts Matshe, will be rotated as part of an effort to strengthen the effectiveness of portfolio committees.

The ANC said the Legislature’s oversight role must include holding members of the Executive and government departments accountable for programmes, expenditure of public resources and commitments made to communities.
The party also highlighted unemployment as a major challenge facing the province, citing an unemployment rate of approximately 56%. It called for government, municipalities and the private sector to accelerate employment programmes, economic development initiatives and support for small and emerging businesses.
The ANC said the latest changes should not be viewed merely as the movement of individual political office bearers, but as an effort to strengthen government’s overall capacity.
“The Executive must implement, while the Legislature must oversee,” the party said, emphasising the need for both arms of government to work with urgency to improve service delivery, accountability and the effective use of public resources.
According to the Party, the changes will place renewed expectations on the incoming office bearers to translate the ANC’s stated objectives into measurable improvements for communities across the North West.
